Study is the widest door Germany opens: public universities charge no tuition, and a degree converts into work rights and a settlement road. But the road from Türkiye is procedural — admission, money, visa, enrolment — and each step has a place where files die quietly: a university not listed in Anabin, a blocked account opened too late, an iDATA slot booked after the deadline. This page gives the whole chain in order, with the places where Turkish applicants specifically lose time.

Admission: uni-assist, direct applications, and Anabin H+
Two admission paths exist, and the first thing to do is find out which one your university uses — on the university's own page, not a blog list. Most public universities process international applications through uni-assist: you submit certificates, transcripts and translations there, and uni-assist evaluates them against German requirements before forwarding the result. Universities outside uni-assist take direct applications and run their own document checks.
The Turkish-specific check happens in Anabin (anabin.kmk.org ↗), the German authorities' database of foreign education systems: look up your university's H+ status (H+ = recognised for German higher education; H- = not; H+/− = case by case). A Turkish lise diploma alone rarely opens direct bachelor's admission — German university entrance (Abitur) carries more schooling than the Turkish lise — so most Turkish applicants enter either through a Studienkolleg (the foundation year with its own entrance exam, the Feststellungsprüfung) or on completed years of a Turkish university degree. Master's applicants need a recognised bachelor's, and the grade conversion into the German system decides a great deal — uni-assist's evaluation produces exactly that.
The money: the blocked account and its alternatives
The standard proof of funds is the blocked account (Sperrkonto): €11,904 for 2026 — €992 per month for 12 months. After arrival it pays out at €992/month maximum: the block is a pacing mechanism, not a confiscation, and on a visa refusal the money returns (minus transfer costs both ways). Two alternatives exist: a scholarship covering the required amount, and the Verpflichtungserklärung — a formal guarantor declaration by a person in Germany who takes responsibility for your costs; the missions accept it case by case. The figure is indexed (it moved with the 2024 BAföG reform) — always confirm the amount in force when your file is assessed, not when you transfer.
The visa: iDATA and the appointment reality
The student national visa (D) runs through the German missions in Türkiye via the iDATA appointment system. The document file: passport, admission letter (or application confirmation for a pre-study language-course combination), blocked-account confirmation, school/university certificates with apostille + certified translations, language proof if the programme demands it, health insurance, biometric photo, and the €75 fee. Applicant reports through 2025–26 put İstanbul appointment waits at several months — and longer in Ankara — though these are reports, not published statistics (iDATA releases none). Book the slot the moment your admission is realistic, and prepare the file while you wait: on appointment day it must be complete.
German or English? Where the language actually gates
Here is the honest answer that agency pages blur: the visa itself does not require German for an English-taught programme — but German gates the rest. English-taught Master's programmes are common and ask IELTS/TOEFL or equivalent; German-taught programmes ask TestDaF or DSH at a level the university sets. Then life intervenes: part-time jobs worth having, the Anmeldung queue, landlords, doctor visits — the difference between surviving and living in Germany is roughly A2 → B1. And the long game closes the case: the settlement permit and citizenship both require B1 (see the settlement article). While you study: the work rights
Students may work 140 full days or 280 half days per year — a real budget, not a token: part-time jobs in warehouses, cafés, offices and tutoring cover a meaningful slice of living costs. The rule that decides job quality is language: the English-only openings are few, and the ones that pay better and build a career — working student roles (Werkstudent) in companies related to your field — overwhelmingly ask German. After graduation: the 18-month bridge
When the degree is in hand, Germany gives you an 18-month job-seeker residence permit — no second blocked account needed if your funds hold, and any job at qualified-worker level ends the search phase. Can you study in Germany without knowing German?
For the visa and many English-taught programmes, yes. For daily life, the good part-time jobs and every settlement/citizenship road, no — B1 is where Germany stops being translated for you. Start German before departure; it is the one part of the road you cannot compress later.
Is university in Germany really tuition-free?
At public universities, yes for the degree itself — no tuition, in every semester. What you pay is the semester contribution (roughly €150–350, and it includes regional transport in most states), living costs, and the blocked account's proof that you can carry them. Private universities charge tuition; public ones do not.
