The APS certificate — Akademische Prüfstelle, the Academic Evaluation Center of the German Embassy New Delhi — is the document that verifies your Indian academic records for the German student visa. Since November 2022 it has been mandatory for every Indian applicant, and it is the first domino in the whole road: no APS, no uni-assist VPD at most universities, no visa appointment file. Most guides describe it in three bullet points. What is the APS certificate? (And what it is not)
APS is a document verification and eligibility check, run by the Science Section of the German Embassy in New Delhi. It confirms that your Indian degrees, transcripts and qualifications are genuine and that you qualify for German higher education. Three things it is often confused with, and is not:
- It is not an admission decision. APS states this itself: the procedure does not replace the university's admission decision or the consulate's visa decision. It is a precondition, not a guarantee.
- It is not a language test. The most common PAA confusion on the internet. IELTS/TOEFL are irrelevant to APS — the certificate verifies academics, not English. (You'll need English or German for the university; that's a separate requirement, from a separate body.)
- It is not a visa. You need the APS certificate as part of the national visa (D) application — typically alongside your admission letter and blocked account.

How to apply for the APS certificate: the six steps

Identify your procedure
APS India runs different checklists by academic background: bachelor's applicants, master's applicants, PhD, and holders of German university degrees. Use the official eligibility quiz on aps-india.de — applying under the wrong procedure is a silent rejection that costs weeks.

Create your APS account, fill the form accurately (name exactly as in your passport), and pay the ₹18,000 fee online. Remember: non-refundable once paid — so resolve any document doubts before paying, not after.

Courier the documents
Send the checklist documents — degree certificates, transcripts, passport copy, and for some procedures school certificates — by courier or post to the APS New Delhi office. Incomplete sets are the #1 delay cause: APS explicitly states it can only assess complete, formally correct documentation.

Status updates land in your APS account, not your inbox. Some applicant groups are called for a short document-verification interview; most are not. Processing runs 3–4 weeks when clean.

The paper APS certificate arrives by courier. It is valid indefinitely. You will submit the original with your visa application — keep a copy for uni-assist, which accepts APS in the VPD bundle.
The dMAT requirement for Master's applicants (2026–2027)
The newest wrinkle in the procedure, live on aps-india.de: selected Master's applicants whose previous degree is in Engineering, Commerce/Accounting/Finance/Economics, or Business/Management face an additional element — the dMAT (a subject-specific aptitude test) — from the Summer Semester 2027 intake onwards. The transition rule matters: those applicants may already submit their complete APS documents before the dMAT certificate exists, and APS begins verification early — but the APS certificate itself is only issued after the dMAT result has been submitted and checked. If your subject group is affected, the sequence is: submit APS documents now → take dMAT → certificate issues. Waiting for dMAT to start APS would put your semester at risk.
What every other page gets wrong
- 'APS takes 3–4 weeks' — sometimes, but the internet under-states the range. Peak season (May–July) and October–November push 8–12 weeks. Every realistic German-timeline plan should budget the upper band once.
- 'APS is like IELTS' — no. It verifies academics; English tests are a university requirement. Pages that conflate these create the single most common Indian-applicant confusion.
- 'APS expires' — it doesn't. Lifetime validity is stated on the official site. Pages claiming 1–2 year validity are describing old or invented rules.
- 'You need admission first' — backwards. APS can and should start before admission; uni-assist's VPD and most universities expect the APS certificate in the application bundle, not after it.
Do you need German or IELTS for the APS certificate?
Not at the APS step — that's the honest answer. English-taught programmes carry most Master's admissions, and nothing in the APS or visa procedure asks for German. German enters the road at two later, quieter points: daily life after arrival (part-time jobs, registration offices, leases — where B1 changes the experience) and the long game — PR at 21–27 months on a Blue Card requires B1, citizenship requires B1.
