Nursing in Germany from Portugal: the recognition road, the B2 bar and the honest salary
Portuguese nurses reach Germany through EU recognition, not Triple Win. The real road: Landesprüfungsamt, B2 care German, the €3,300–3,900 band, fee red flags.

Nursing is the Portuguese profession with the clearest route into Germany — and the one with the most noise around it. So start with the fact no recruitment page prints: Portugal is not a Triple Win country. Triple Win, the Federal Employment Agency's government-to-government programme, covers the Philippines, Tunisia, Bosnia-Herzegovina, Kerala (India) and Indonesia. There is no German-state pipeline recruiting in Portugal. Every Portuguese nursing scheme is a private agency, some excellent, some just expensive — which reframes the question from which programme to which road, and can I verify every intermediary.
The second fact that agencies leave out: Germany is not the main destination for Portuguese nurses. The Ordem dos Enfermeiros recorded 1,689 requests for emigration declarations in 2023 and 1,363 professional-recognition certificates in 2025 — down for a second consecutive year — and by its own breakdown more than a third of those who leave head for Switzerland, drawn by pay. Germany competes on something else: a collective-agreement pay scale, EU free movement, and a care sector that will take an EU-trained nurse without any visa layer at all.
The two roads, and what they are not
| Road | How it works | Who it fits |
|---|---|---|
| Direct EU road | You apply to a German employer yourself, start the recognition of your licenciatura at the competent authority, and can work while it completes (the partial-recognition permit exists for third-country nationals; as an EU citizen you simply work) | Nurses with B1+ German who want to control the process |
| Agency road | A private recruitment agency — some carrying the fair-recruitment seal (RAL Gütezeichen Pflege) — matches you with a hospital or care group and organises language training and relocation. Fees belong to the employer | Nurses with no German yet who want the structure |
| Not a road: Triple Win | Does not operate in Portugal | — |
Recognition: what actually has to happen
Your licenciatura em Enfermagem is a regulated qualification, and Germany recognises regulated professions under the EU frame (Directive 2005/36/EC) — which distinguishes it from the general, document-by-document evaluation a non-EU degree goes through. The competence to decide sits with the Land authority (the Landesprüfungsamt or the Bezirksregierung, depending on the Land); where the authority finds gaps between your training and the German standard it either requires an Anpassungslehrgang (adaptation course) or a Kenntnisprüfung (knowledge examination). Which one is not something a blog or an agency can choose for you — the authority decides, in writing, and that letter is the document your whole plan should rest on.
Two things you can do before you write to any authority: check how the German system reads your qualification in anabin (free), and gather the programme documentation with hours and clinical placements itemised — the single most common reason a recognition file stalls is a curriculum submitted without the hour breakdown the assessors need to compare. Start that paperwork before you need it, because it is the part with the longest lead time.
The German level: B2 is the working standard
Language is where the Portuguese advantage and the Portuguese blind spot collide. Because you need no visa, it is tempting to think German can wait — but the care sector sets a B2 working standard, and the dedicated exam exists for exactly this lane: telc B1·B2 Pflege, built around the clinical communication a ward actually requires, alongside the general Goethe and telc certificates most authorities accept. The practical split most nurses plan around: B1 to work and to start, B2 to complete the recognition. From zero, budget 12–24 months with serious study — this, not the paperwork, is the true schedule.
The salary: sourced bands, not the carousel number
| Stage | Realistic band (gross/month) | What drives it |
|---|---|---|
| While recognition completes | ≈ €2,300–2,900 | Assisting role or reduced duty; rises to full on recognition |
| Fully recognised Pflegefachkraft | ≈ €3,300–3,900 | The public TVöD-P scale; private providers vary |
| With experience or specialisation | €4,000+ | Function, Land and collective agreement |
| Portuguese comparison | OE's own OECD-based figure: ≈ €23,000 a year average | Specialist and managerial scales sit higher |
The honest arithmetic: German taxes and social contributions remove roughly 35–40% of those gross figures, so a recognised €3,500 gross job pays around €2,200–2,400 net. That is still a multiple of the Portuguese nursing average — but it is not the sum the recruitment carousels imply, and the comparison only works if you count the rent of the city you are moving to. The one thing that is unambiguous: the TVöD pay scale is published, and shift supplements (nights, weekends, holidays) add materially on top.
Does Portugal participate in Triple Win for nursing in Germany?
No. The Federal Employment Agency's Triple Win programme covers the Philippines, Tunisia, Bosnia-Herzegovina, Kerala (India) and Indonesia. There is no government-to-government recruitment from Portugal. That does not close the road — Portuguese nurses reach Germany through EU recognition — but it means verification is the core skill: check agency certification, confirm the employer pays the placement fee, and get the cost split in writing.
How is a Portuguese nursing degree recognised in Germany?
Through the Land's competent authority (Landesprüfungsamt / Bezirksregierung) under the EU recognition frame for regulated professions. The authority compares your licenciatura against the German standard and, where it finds gaps, requires either an adaptation course (Anpassungslehrgang) or a knowledge examination (Kenntnisprüfung) — it decides in writing. Prepare the curriculum with hours and clinical placements itemised, and check your qualification's reading in anabin before you file.
What German level does a nurse need for Germany?
B1 is the entry working level in most agreements and placements, B2 is the care-sector standard for full recognition. The dedicated exam is telc B1·B2 Pflege, built for clinical communication; general Goethe or telc certificates at the same level are accepted by most authorities. From zero German, plan 12–24 months — this is the longest part of the whole process.
How much does a Portuguese nurse earn in Germany?
While recognition completes, roughly €2,300–2,900 gross monthly; fully recognised (Pflegefachkraft) roughly €3,300–3,900 gross on the public TVöD-P scale, with €4,000+ for experience and specialisation, plus shift supplements. German taxes and social contributions take about 35–40%, so a €3,500 gross job nets around €2,200–2,400. The Portuguese average is around €23,000 gross a year by the Ordem dos Enfermeiros' own OECD-based figure.
