Work in Germany for Ukrainians: working on §24, the recognition road, and the switch to a skilled-worker permit
The 2026 work map for Ukrainians: what §24 allows now, why recognition (Anerkennung) is the stable road, the §18a/b switch, and the B1/B2 gates by trade.

Ukrainians under §24 hold something no other migrant group has: full, immediate access to any employment from day one, with no permit-and-employer matching. But that access lives inside a temporary status — and the 2026 question is not whether you can work (you can) but whether your work builds anything permanent. It does not, by itself: §24 time does not count toward the settlement permit, and the status ends with the protection decision. The stable road runs through recognition — the German confirmation that your Ukrainian diploma or trade qualification means what you think it means — and the skilled-worker permits it unlocks.
Working now vs working stable — the distinction everything else hangs on
| Working on §24 | Working on a skilled-worker permit (§18a/§18b) | |
|---|---|---|
| Access | Any job, immediately, no approval needed | The job matching your recognized qualification |
| Permanence | None — ends with the protection decision; time does NOT count toward settlement | The settlement clock runs (33 → 24 months with B1) |
| Citizenship road | Not from §24 (see the citizenship article) | Open, with B1 + the LiD test after the residence years |
| What it needs | Nothing — it is already yours | Recognition (Anerkennung) of your Ukrainian qualification + a qualifying job |
Neither column is wrong. Working on §24 while earning and preparing the recognition file is the rational 2026 move — the mistake is treating the §24 job as if it were building permanence. It is not: it is funding the preparation. The recognition is what converts the same job (or a better one) into a permit that counts.
The recognition road for Ukrainian qualifications
- 01
1. The free check first
Anabin and the anerkennung-in-deutschland.de ↗ RU portal tell you whether your profession is regulated and which authority decides. Ukrainian university degrees are generally well-placed in Anabin; the regulated professions (nursing, medicine, teaching, trades master titles) carry the procedures.
- 02
2. The document chain — Ukrainian specifics
Diploma + transcript with the apostille (issued by Ukraine's authorities) + certified German translations (присяжный перевод), the hour-detailed curriculum, and licensing proof where the profession has one (the health professions' МОЗ documents). The hour-detailed curriculum is the item most often missing — request it from your faculty early.
- 03
3. The deficit outcome
Full recognition, or a deficit plan: the adaptation course (Anpassungslehrgang) or the knowledge exam (Kenntnisprüfung). The authority decides. Nursing — the largest Ukrainian cohort — runs on B2 German; most other trades on B1. While the procedure runs, partial recognition can carry work in the profession under supervision.
- 04
4. The permit switch
With recognition and a qualifying job, the §24 holder transitions to the §18a (vocational) / §18b (academic) skilled-worker permit — the 2025–26 transition guidance names these, with §18g/§19c for specific groups, as the standard targets. From the switch, the settlement clock starts and the permanence road opens.
The Chancenkarte bridge — for the job-search phase
For §24 holders whose qualification is recognised or partially recognised but who have not yet found the qualifying job, the Chancenkarte (§20a) is the designed bridge: a points-based residence for job-seeking (the A1-German-or-B2-English floor, points for B1/B2 German, experience, age), with trial work rights. The switch from §24 into §20a is described by the missions' Chancenkarte guidance and the secondary advisory sources; confirm the in-country switch mechanics with the local Ausländerbehörde — the missions' merkblatt governs applications from abroad, and the in-country transition is a case-by-case administrative decision. What is not in question: the language floor. A1 is the entry floor and B1 is the points-and-practice upgrade — the same certificates every other road on this site funnels to.
Можно ли работать в Германии по параграфу 24?
Yes — full access to any employment from day one, no permit matching. But the access lives inside the temporary status: §24 time does not count toward the settlement permit, and the status ends with the protection decision. Work on §24 funds the preparation; the recognition is what makes the work permanent.
Признают ли украинский диплом в Германии?
Ukrainian university degrees are generally well-placed in Anabin, and the recognition procedure (Anerkennung) converts them into German equivalence — regulated professions (nursing, medicine, teaching) run the full procedure with a possible deficit plan (adaptation course or knowledge exam). The document chain: apostilled diploma and transcript, certified translations, the hour-detailed curriculum, licensing proof (МОЗ documents for the health professions).
Как перейти с параграфа 24 на рабочее разрешение (§18a/18b)?
The standard sequence: recognition of your qualification + a qualifying job offer → application at the local Ausländerbehörde for the §18a (vocational) or §18b (academic) permit. The 2025–26 transition guidance names these as the standard targets, with §18g/§19c for specific groups. From the switch, the settlement clock starts (33 → 24 months with B1).
Какой уровень немецкого нужен для работы?
It depends on the trade, and the pattern is stable: B1 is the working standard for most trades and the recognition procedures' expectation; B2 is the care/nursing standard (patient communication and documentation); the Chancenkarte floor is A1 German or B2 English. Certificates from Goethe, telc and ÖSD are the accepted ones across the roads.
Можно ли перейти с §24 на Chancenkarte?
The Chancenkarte is the designed job-search status, and the missions' guidance plus the advisory sources describe the §24→§20a switch — but the in-country mechanics are an administrative decision: confirm with your local Ausländerbehörde before building the plan around it. What is settled is the floor: A1 German or B2 English, with B1 adding points — prepare the certificate either way.
