Care is the sector where Germany's demand is deepest — and the Turkish-language information about it is the least reliable. One myth dominates: that the famous Triple Win programme is the road. It is not — Triple Win does not recruit from Türkiye at all. The real road for a Turkish nurse runs through a German administrative procedure with a Turkish name nobody uses: Anerkennung — the recognition of your nursing diploma, decided by the authority of the Bundesland you want to work in. First, the myth: Triple Win is not for Türkiye
Triple Win is a government-to-government placement programme run by the German Federal Employment Agency and GIZ — and its source countries are fixed: Bosnia-Herzegovina, the Philippines, Tunisia, Indonesia and the Indian state of Kerala. Türkiye is not among them. Agency pages that list Türkiye under Triple Win are borrowing a famous name to sell their own services. There is no Turkish-government placement channel for nursing into Germany — Turkish nurses apply individually, exactly like any other third-country applicant: recognition first, employer second (or in parallel).

1. Choose the Bundesland — it chooses your authority
Nursing is a regulated profession and the competent authority is the Landesprüfungsamt (state examination office) of the Bundesland where you will work — a health ministry body in most states. The application, the deficit analysis and the final exam are all that office's; a recognition decision is not portable between states in the general case. Pick the target region before you collect a single document.

2. The document chain — Turkey-specific realities
Nursing diploma + transcript, the curriculum with hours (nursing programmes are compared hour by hour), registration/licence proof from the Turkish health authorities, and work references — all apostilled and with certified German translations. Missing hour documentation is the single most common cause of deficit decisions that could have been avoided: request the detailed curriculum from your faculty before you file.

3. The deficit analysis — the fork in the road
The authority compares your Turkish education with the German Pflegefachkraft curriculum. The outcome is one of three: full recognition (rare with no German-work exposure), a Kenntnisprüfung (knowledge exam — your gaps are tested in one sitting), or an Anpassungslehrgang (adaptation course — your gaps are closed by supervised work-based training, typically months long). The authority decides; you do not choose.

4. B2 German — the standard for care
Care is the one sector where B2 is the working standard (patient communication, documentation, safety): the recognition procedure and every serious employer expect a B2 certificate (Goethe, telc or ÖSD). B1 is the entry floor for many partial-recognition arrangements, but the finish line is B2 — plan the language while the recognition procedure runs, not after.

5. The visa: §16d while partial, the skilled-worker permit when done
Partial recognition opens the §16d recognition visa (you complete the adaptation course or prepare the exam in Germany, employed as an assistant with a reduced scope), and full recognition converts the road into the standard skilled-worker permit. The practical sequence most Turkish nurses follow: file the recognition, get the partial decision, arrive on §16d, close the deficit, become a fully recognised Pflegefachkraft.

Salary, stated honestly: it varies by employer type, region and Tarifvertrag, and no single official number exists. Directional applicant reports put adapted-period earnings at roughly €2,300–2,800 gross and fully recognised Pflegefachkraft pay meaningfully higher under collective agreements — treat any figure you read (including ours) as a band to verify against the specific employer's Tarifvertrag, never a promise.
What the recognition actually compares
- Clinical hours — the German curriculum's practical training is extensive; Turkish programmes with strong hospital rotations fare much better than theory-heavy ones
- Curriculum content — paediatrics, psychiatry, community health and the specific German subjects (Pflegeprozess, documentation) are compared subject by subject
- Licensing status — an active Turkish nursing licence (the health-authority registration) strengthens the file; a lapsed one raises questions
- Language — not part of the academic comparison, but the practical gate for everything after it
Is the Triple Win programme open to Turkish nurses?
No — Triple Win recruits from Bosnia-Herzegovina, the Philippines, Tunisia, Indonesia and Kerala (India).
