The single most confused topic in the Filipino nursing-Germany space is the German level — because three different levels do three different jobs, and the agencies and Facebook threads flatten them into one number. The statute and the recognition authorities draw the ladder precisely: A2 opens the recognition-partnership visa's administrative door, B1 is what the government programme trains you to and the Ausbildung visa requires, and B2 — plus, in most states, a nursing-language exam — is what turns your Philippine BSN into a full German license. The ladder: three levels, three jobs

The state fork: general B2, or the Fachsprachprüfung?
Nursing recognition is decided state by state — health is Land competence, and the sixteen Länder do not run one identical rule. Two situations exist side by side today: several states (Bavaria among them) accept a general B2 certificate in German as the language proof for nursing registration; other states additionally run a specialist nursing-language exam — the Fachsprachprüfung Pflege — testing the actual working day (patient conversation, documentation, case handover). The same fork applies across the health professions. Which one applies to you is decided by your recognition authority (zuständige Stelle) — and the single question that saves months is one email: which language proof do you accept for my profession?
The recognition procedure around the language gate
The language proof is one layer of the recognition file. The authority first issues the Defizitbescheid (deficit notice) — the formal comparison of your Philippine BSN against the German training — and names how the gaps close: an adaptation course (Anpassungslehrgang), typically with a final practical and oral exam, or a knowledge test (Kenntnisprüfung) at a German nursing school. The Recognition Finder's procedure-fee window runs roughly €170–845 depending on the state and path (each authority publishes its own fees). The adaptation-versus-test decision, the fees and the timelines are Land-level facts — the authority decides, in writing, and any general article that states one national rule is guessing.
Which exam to book, and when
- 01Starting from zero on Triple Win: book nothing — the programme's classes run A1→B1 with the exam at the end, in Manila, Cebu or Baguio.
- 02Applying to employers or agencies directly: target B1 as the working floor, then B2 as the registration goal — most hospitals issuing contracts want the B2 path visible.
- 03Planning the recognition-partnership visa: confirm the destination state's expectation in writing first (A2 floor, B1 increasingly expected for nursing), then book the matching Goethe/telc/ÖSD exam.
- 04Already in Germany on any road: book B2 immediately if you hold only B1 — every month at assistant level is a month the B2 exam date was available.
Is telc or Goethe better for nursing?
Both are CEFR-valid and accepted as a class — the Embassy Manila leaflet lists Goethe, ÖSD, telc, TestDaF and ECL. The dedicated nursing-language exam (telc Deutsch B1·B2 Pflege) matters where the state runs a Fachsprachprüfung-style requirement; for the general levels, choose by availability and dates, not by brand.
Can I work as a nurse in Germany with B1?
As a nursing assistant or on a recognition path — yes. As a fully registered Pflegefachkraft — no: the registration gate is B2, plus the state's specialist exam where it runs one. B1 is the entry level, not the license level.
How long does B1 to B2 take?
