The Anerkennungspartnerschaft (§16d(3)): work in Germany before your nursing qualification is recognized

The recognition-partnership visa from the statute: a job offer, A2–B1 German, a 2-year qualification floor — work in Germany while recognition runs.

Since 1 March 2024, German immigration law contains a route built almost exactly for the Filipino nurse: the Anerkennungspartnerschaft (recognition partnership, §16d(3) of the Residence Act). Its idea inverts the old order. Instead of completing recognition first and moving after, you sign a written agreement with a German employer — you commit to starting the recognition procedure promptly after arrival, the employer commits to enabling the required qualification measures — and you enter Germany on that partnership, working while the procedure runs. The Facebook groups argue about it with folklore. This page reads it from the statute (gesetze-im-internet.de) and states what it actually requires and actually allows.

The six requirements, from the statute

The permit limits — where the folklore is wrong

How the procedure runs, end to end

    Employer + partnership agreement

    A German care employer offers a concrete position; you both sign the written partnership — your recognition commitment, their qualification-measures commitment. This document is the visa's spine.

  2. 02

    Qualification confirmation

    You obtain confirmation from a competent domestic body (fachkundige Stelle) that your Philippine qualification meets the statute's floor — state-recognized, ≥2 years of training. Your BSN + PRC license clears this; the confirmation is a filing document.

  3. 03

    German certificate

    Book the exam matching your timeline — A2 is the floor, B1 the safe level for nursing. The Embassy Manila leaflet's accepted bodies: Goethe, ÖSD, telc, TestDaF, ECL, certificate ≤1 year old at filing.

  4. 04

    Visa filing via VFS

    The German Embassy Manila routes healthcare-recognition applications — the recognition partnership among them — in person through VFS Global in Manila or Cebu. Bring the statute's documents, not an agency's checklist.

  5. 05

    Arrival: start the procedure immediately

    Your commitment bites here: the recognition procedure opens at the Land authority promptly after entry. The Defizitbescheid names the gaps; adaptation course or knowledge test closes them; B2 (plus the state's language exam where it runs one) completes the registration.

The partnership visa vs the other roads

Against Triple Win: the partnership is employer-driven and faster to a contract if you find one yourself — but you self-fund the German training (no free A1→B1 classes) and carry the procedure's coordination yourself. Against the Ausbildung: the partnership is for nurses who already hold the BSN — the Ausbildung is for those starting training from scratch. And §16d(4) of the same statute is the government-placement route's own legal basis — Triple Win runs on a BA agreement with the source country's labour administration, which is why its candidates move on a different (protected, programmed) frame.

Is the recognition partnership only for nurses?

No — it is open to any state-recognized foreign qualification from at least two years of training, or a foreign degree, in a profession with a German recognition procedure. Nursing is simply the largest, most organized case — and the care-sector carve-outs make the employer side workable there.

What happens if recognition isn't finished in three years?

The statute is explicit: once the maximum residence duration on this title is exhausted, no further permit under §16d or the related temporary-employment rules may follow. The partnership only works with a realistic schedule — which is why the German level and the employer's qualification capability are checked before the visa, not after arrival.

Do I need B2 before applying for the partnership visa?

No — the application floor is lower (A2 administratively; confirm your state's expectation). But B2 is where the road ends: full registration as a Pflegefachkraft. Arriving on A2/B1 means booking B2 as your first German project in Germany, not your last.
